The Type field in the Details panel decides where an offer is shown and how a customer comes to have it. Most other settings behave the same across types — the real difference is allocation. You only see the types enabled in your system. Custom types can be added to support scenarios such as showing offers with a different design, so your environment may include types not listed here.
Changing Type on an offer that already has rules resets them. The portal asks first: “Changing offer type will reset rules.”

The portal defines these types, but this page has no description for them yet. They need a product owner’s wording before they are documented — the entries below are placeholders, not guidance.
Two separate entries in the portal both display as Personal Offer. Only one is described above; which is which needs confirming before this page can be relied on.
